The RIOT Minnow is a heavily modified version of the Minnowclad, which contains blue and white flashing lights, additional armor panels around the hull, and a sign on the side with "POLICE" written on it. RIOT Minnows can be purchased at the Premium Merchant for 3 Minnowclad Ship Vouchers.
