Shipwright says... The Vulcan is a development of the Covenant, replacing four cannons with a steam engine and simplifying the hull design to increase production speed.
The Vulcan is an alteration to the Covenant design, much like the Fox is to the Beaver, so that it can support a steam engine. It can be thought of as a larger Base Phoenix, albeit slower and missing armor.

Trivia
- The Vulcan and its limited Decimator variants were added on December 16th, 2025.
- Unlike ships of similar design, the Vulcan has heavy cannons by default.
