The Blackwind Pirates are a conglomeration of rogue pirates and organized pirate crews whose sole goal is to make money. These Pirates formerly had a "Pirate King" command structure with a council of crews vying for the position, but this system was removed in April 2018. The Pirate King would be the Captain of the pirate crew who was able to beat all the other council crews in combat, and he would represent the faction when Pirate Mercenaries were to be hired in a war or when the Freeport Games Events were occurring. Now, however, the only distinction between pirates is whether they are the Captain of an organized crew or not, with no "figurehead" to represent the anarchic faction.

The Blackwind Pirates are a conglomeration of rogue pirates and organized pirate crews whose sole goal is to make money. The faction has a Pirate King, who grants his or her blessing to crews for their participation in battles or in events such as the Freeport Games. Additionally, each of the Captains of verified crews have a presence on the Captain's Table, where the leading figures from the various crews that compose Blackwind meet and discuss.
