The Blackwind Pirates are a conglomeration of rogue pirates and organized pirate crews whose sole goal is to make money. Official pirate crews are each headed by a single Captain who is able to be voted onto the Pirate Council by the pre-existing crews, where once voted on they are able to discuss with other crews the various going-ons within the faction. The Pirate King is the leader of the Pirate Council and the faction, selected through battle royale organized by the Council. Pirate crews which conquer the island of Fort Verner are able to choose whether to claim the island for Blackwind or choose to reform Hallengard.
